CALL TO ORDER

Mayor Altznauer called to order the regular meeting of the Rutledge City Council on the above date. Council members Tony Sells, Adam Beckstine, Brenda Thompson and Brandie Owens were present. No citizens were present.

PLEDGE OF ALLEGIANCE

Mayor Altznauer called for and led the Pledge of Allegiance.

APPROVAL OF MINUTES

Brandie Owens made motion to approve the April 18, 2023, meeting minutes as submitted. Brenda Thompson seconded, all voted in favor and motion carried.

DISCUSSION / APPROVAL OF FD PARKING LOT BIDS

Mayor Altznauer advised the council that Engineer Aaron Wadley recommended the lowest bid submitted by Overstreet Asphalt, Inc., in the amount of $103,800.00. Brandie Owens asked if he felt like there would be any issues with drainage. Mayor Altznauer said no, he did not. Council member Tony Sells made motion to approve the bid from Overstreet Asphalt, Inc., in the amount of $103,800.00. Adam Beckstine seconded, all voted in favor and motion carried.

DISCUSSION / APPROVAL GAZEBO PAINTING

Mayor Altznauer informed the Council that the City only received two quotes. Asael Porcayo at $4,850.00 and Terry Moore in the amount of $4,595.00. He informed the Council that Terry Moore’s did not include replacing the damaged boards on the gazebo floor. Mayor Altznauer recommended Asael Porcayo. He said that he is familiar with his work. Adam Beckstine made motion to approve the quote from Asael Porcayo for $4,850.00. Brenda Thompson seconded, all voted in favor and motion carried.

DISCUSSION / APPROVAL OF PICKLE BALL COURT

Mayor Altznauer advised the Council that three quotes were received for the pickle ball court. He stated that when you add in the extra feet for the crack repair and add the fence Jasco Inc. is cheaper. He said I recommend Jasco Inc. for a quote of $26,381.25. Brenda Thompson made motion to approve the quote from Jasco Inc. for the pickle ball court. Tony Sells seconded, all voted in favor and motion carried.

DISCUSSION / APPROVAL OF FENCE – VETERANS PARK

Mayor Altznauer stated the people who bought the Bailey property are having problems with kids coming through the property to get to the bike ramp park. He said the owners had the property surveyed and part of the bike path is on their property. Wilson Fence will remove the dirt ramp and put up a fence with a double gate and it will be connected to the ballfield fence. This will get the bike path on our property. He said the City has used Wilson fence for a lot of the City’s fencing and we have a good working relationship with them. Tony Sells asked if there is a fence there now. The mayor answered no. He said the cost is $7,250.00. Adam Beckstine made motion to approve the quote from Wilson Fence for $7,250.00. Tony Sells seconded, all voted in favor and motion carried.

APPROVAL OF AGREEMENT BETWEEN CITY AND VFW POST 2557

Mayor Altznauer said that the VFW wanted to have an agreement for a boundary area from tennis courts to corner of the fence at the tank then to the corner of the fire station for planned military equipment or other items. Brandie Owens asked would the Council get to approve what they put there. Mayor Altznauer said yes. Brandie Owens made motion to approve the agreement stipulating that it must first be amended to add the City must approve any equipment before it is placed on the property. Adam Beckstine seconded, all voted in favor and motion carried.

DISCUSSION / APPROVAL OF TRAFFIC STUDY

Mayor Altznauer advised the council that Aaron Wadley could do the traffic study for the City. He said the Falls Subdivision wants speed humps. There are no speed limit signs so we are going to put some up. Brandie Owens asked if it was just the Falls requesting speed humps. Mayor Altznauer said no, East Main and Nunnally have also made requests. Brandie Owens made motion to table the traffic study. Brenda Thompson seconded, all voted in favor and motion carried.

BUDGET HEARING INFORMATION

Debbie Kilgore informed the council that she was planning on having a budget hearing in June and will let them know as soon as she has the date.

Tony made motion to adjourn at 6:49 pm. Adam Beckstine seconded, all voted in favor and motion carried.
