CALL TO ORDER

Mayor Bruce Altznauer called to order the regular meeting of the Rutledge City Council on the above date. Council members Brenda Thompson, Brandie Owens, Adam Beckstine and Tony Sells were present. There were no citizens present.

PLEDGE OF ALLEGIANCE

Mayor Bruce Altznauer called for and led the Pledge of Allegiance.

APPROVAL OF MINUTES – AUGUST 15, 2023

Brandie Owens made motion to approve the minutes of the August 15, 2023, regular meeting as submitted. Brenda Thompson seconded, all voted in favor and motion carried.

DISCUSION / APPROVAL OF BUSINESS LICENSE – 104 E. MAIN ST.

Mayor Altznauer advised the council the application for the business license had been withdrawn.

DISCUSSION / APPROVAL OF PROPOSAL FROM CARTER & SLOOPE TO ENGINEER, PERMIT, BID AND HANDLE ALL ASPECTS OF DIXIE HWY WATER MAIN EXTENSION CONSTRUCTION IN COMPLIANCE WITH ARPA GRANT

Mayor Altznauer informed the council this was to extend the waterline from Dixie Hwy and under the railroad tracks to connect to West Main. He said it will increase fire pressure and water volume. Brenda Thompson asked if it would help the pressure on Old Mill Road. Mayor Altznauer said yes. Brandie Owens asked if we had the money. Debbie Kilgore answered yes but if completed in this budget year we would need to amend the budget. Brandie Owens made motion to approve the proposal from Carter & Sloope to engineer, permit, bid and handle all aspects of the Dixie Hwy water main extension construction in compliance with the ARPA grant money. Tony Sells seconded, all voted in favor and motion carried.

SPLOST VIII MEETING AND INFORMATION

Mayor Altznauer said county manager Adam Mestres sent a letter about the SPLOST VII ending on April 01, 2025. He said there will be a meeting regarding this on September 26, 2023, at

9:00 AM at the county administrative building. He said they would like to call for a referendum during the presidential primary. The call for the referendum must be made by way of resolution to the election superintendent no later than November 29, 2023. Brandie Owens made motion to draft a resolution to call for the referendum before November 29, 2023. Brenda Thompson seconded, all voted in favor and motion carried.

NEWBORN ROAD PAVING PROJECT

Mayor Altznauer advised the council that Newborn Road was complete except for striping which will not take place until spring. He said the loose gravel will be gone after a couple more rains.

He said the next paving project will be Indian Creek Subdivision and it will also be paved with the chip sea

Brenda Thompson made motion to adjourn at 6:24 pm. Tony Sells seconded, all voted in favor and motion carried.
