CALL TO ORDER

Mayor Bruce Altznauer called to order the public hearing on the above date. Council members Brandie Owens, Adam Beckstine and Anthony Sells were present. Council member Brenda Thompson was absent.

PLEDGE OF ALLEGIANCE

Mayor Altznauer called for and led the Pledge of Allegiance.

VARIANCE REQUEST BY THOMAS O’NEILL TO FRONT SET BACK LOCATED AT 202 WEST MAIN STREET – STAFF REPORT

Morgan County Planner Tara Cooner was present and advised the Council that Mr. O’Neill is asking for a variance for the front setback for the garage. The Planning Commission recommended denial of the variance request but to allow the applicant to build back to the same distance from the road as is currently existing. She stated one issue is the 1987 plat Williams Street was at 30 feet and it looks like it is on the line. The Planning Commission was concerned about precedent. It is 30 feet on both streets. Planning Commission did not want it to go any closer to the property line.

Mr. O’Neill stated he just wants to make it wider and taller. He said we are not talking about that much difference.

PUBLIC COMMENT IN FAVOR OR OPPOSED

Mayor Altznauer called for public comment in favor or in opposition. Miles Buzbee said I think you need to be aware of others. If it goes beyond where it is, there needs to be something to verify. There were no more comments in favor or opposed.

Tara Cooner said you need to have it surveyed and have another plat made. Brandie Owens said could you drop 2 feet off one side and add 3 feet to the other side. Mr. O’Neill looked at the picture and said that would work.

Brandie Owens made motion to accept the variance request by losing 2 feet on the West side of the garage and gain 3 feet on the North side. Tony Sells seconded, all voted in favor and motion carried.

Adam Beckstine made motion to adjourn the public hearing. Tony Sells seconded, all voted in favor and motion carried.

APPROVAL OF MINUTES

Adam Beckstine made motion to approve the minutes of the October 18th meeting as submitted.

Brandie Owens seconded, all voted in favor and motion carried.

DISCUSSION / APPROVAL OF SERVICE AGREEMENT – UTILITY MANAGEMENT SERVICES

Mayor Altznauer advised that this company will audit the city’s Georgia Power bills.

He said if they find that they are billing us incorrectly they will recover the money and get half of what they recover. If they don’t find any errors then it costs the City nothing. Adam Beckstine made motion to approve the agreement with Utility Management Services. Tony Sells seconded, all voted in favor and motion carried.

DOWNTOWN PARKING LOT LIGHTING, ETC.

Mayor Altznauer said all the poles are up in the parking lot. We added six lights and extended the downtown by two lights. We also did a lighting project at City Hall in the front by putting lights shining on the trees. The labor and materials were donated by Paul Altznauer, Fire Fly Illumination.

Brandie Owens made motion to adjourn at 6:54. Adam Beckstine seconded, all voted in favor and motion carried.
