CALL TO ORDER

Mayor Bruce Altznauer called to order the regular meeting of the Rutledge City Council on the above date. Council members Brenda Thompson, Adam Beckstine and Brandie Owens were present as were members of the public. Council member Tony Sells was absent.

PLEDGE OF ALLEGIANCE

Mayor Bruce Altznauer called for and led the Pledge of Allegiance.

APPROVAL OF MINUTES

Brenda Thompson made motion to approve the minutes of the August 16, 2022, meeting as submitted. Adam Beckstine seconded, all voted in favor and motion carried.

PROPOSAL OF NEW TREE ORDINANCE – LEA CLARK – GA FORESTRY

Lea Clark with the Georgia Forestry Commission addressed the council and stated she was not changing the standards, just making changes. Three of the changes are:

1. Creation of Tree Council

2. City Arborist – Could be an arborist on call

3. Creation of tree bank or tree fund

She said developers that have lots not suitable for planting, could deposit money into the tree bank to be used by the City. Brandie Owens asked about arborists certification. Ms. Clark said they are required to have 2000 hours of training and have to take an exam. Brandie Owens asked if the arborists could be a volunteer. Lea Clark answered yes. The Council discussed some of her points after she left and decided to table her proposal so they could look over the ordinance. Adam Beckstine made motion to table the proposed ordinance until the October 18th meeting. Brenda Thompson seconded, all voted in favor and motion carried.

NEW FLOCK CAMERA INSTALLATION AND UPDATE

Mayor Altznauer advised the council that the flock cameras were installed. He stated the cameras are doing their job. One of the cameras helped the Sheriff’s Department solve a burglary shortly after it happened.

GENERATORS – FEARS WELL / LIFT STATIONS

Mayor Altznauer informed the Council that Sonny Bray ordered the generators and they are in the budget. He said we must be prepared if there is a storm to supply water and pump the sewage. He said the generator for the Fears Road well will be permanent and the one for the pump stations will be a mobile generator.

FIRE DEPARTMENT PARKING LOT UPDATE

Mayor Altznauer stated the bidding process will be closing out on September 30th . The bids will be opened on October 3rd. He said we may have to call for more bids or extend the time. He said we have not received any bids as of today’s date.

LIGHTING OF MAPLE TREE DOWNTOWN REQUEST – KRIS BRAY

Mayor Altznauer said Kris Bray requested the City pay for half of the lighting for the maple tree and said he had rather discuss the issue with Kris Bray present. Adam Beckstine asked about the other merchants helping light the tree. Brandie Owens suggested the city wrap the tree. Discussions then led to other merchants might want the same. Brandie Owens said since we didn’t budget it this year maybe we could next year.

Brenda Thompson made motion to adjourn at 6:44. Brandie Owens seconded, all voted in favor and motion carried.
