CALL TO ORDER

Mayor Altznauer called to order the regular meeting of the Rutledge City Council on the above date. Council members Brenda Thompson and Adam Beckstine were present. Council member Tony Sells and Brandie Owens were absent. There were no citizens present.

PLEDGE OF ALLEGIANCE

Mayor Altznauer called for and led the Pledge of Allegiance.

APPROVAL OF MINUTES

Adam Beckstine made motion to approve the minutes of the July 19, 2022, minutes as submitted. Brenda Thompson seconded, all voted in favor and motion carried with a constitutional majority.

Brenda Thompson made motion to approve the August 08, 2022, Public Hearing minutes as submitted. Adam Beckstine seconded, all voted in favor and motion carried with a constitutional majority.

TENNIS COURT DAMAGE / PARKING LOT UPDATE

Mayor Altznauer advised the council the tree had been removed that fell on the tennis court and the fence has been repaired. He also informed the council that we are preparing the specs to take bids on paving the Veteran’s Park parking lot.

DISCUSSION OF GARBAGE / WATER-SEWER RATES

Mayor Altznauer asked Debbie Kilgore to go over the rate increase information. Debbie Kilgore advised the council that Waste Management had raised the garbage rate an additional $1.86 that will need to be passed on to the customer. She said we need to change the rate to 16.50. She stated there are 22 two customers with multiple cans. We were able to supply the second can at half the cost but now each can will be at the rate of $16.50. Adam Beckstine made motion to increase the garbage rate to $16.50. Brenda Thompson seconded, all voted in favor and motion carried with a constitutional majority.

Debbie Kilgore advised the council that most all cities have higher water rates outside the city because it costs much more to supply the water the further you run the lines. I have checked with surrounding Cities and they all charge a higher rate outside the city. She stated the easiest would be to change the rate for the first 2000 gallons from $15.00 for inside the City to $20.00 outside the City rate. We currently have 78 customers outside the City. Mayor Altznauer said the County Manager needs to clear it through his board and we need to talk to the City Attorney John Nix before we increase the water rate. Brenda Thompson made motion to raise the water rate for the first 2000 gallons from $15.00 to $20.00 for outside residents only contingent on approval from John Nix and County manager Adam Mestres. Adam Beckstine seconded, all voted in favor and motion carried with a constitutional majority.

CITY HALL CLEANING PROPOSAL

Mayor Altznauer advised the council that we had a proposal for someone to clean city hall on a bi-weekly basis. He said she will come twice per year and do deep cleaning such as cleaning windows. The cost will be $75.00 per cleaning. Adam Beckstine made motion to approve the commercial cleaning contract. Brenda Thompson seconded, all voted in favor and motion carried with a constitutional majority.
