CALL TO ORDER

Mayor Altznauer called to order the regular meeting of the Rutledge City Council on the above date. Council members Brenda Thompson, Brandie Owens and Tony Sells were present. Council member Adam Beckstine was absent.

PLEDGE OF ALLEGIANCE

Mayor Altznauer called for and led the Pledge of Allegiance.

APPROVAL OF MINUTES

Brenda Thompson made motion to approve the minutes of the June 21, 2022, public hearing as submitted. Brandie Owens seconded, all voted in favor and motion carried. Brandie Owens made motion to approve the minutes of the June 21, 2022, regular meeting as submitted. Tony Sells seconded, all voted in favor and motion carried. Tony Sells made motion to approve the minutes of the June 28, 2022, public hearing as submitted. Brenda Thompson seconded, all voted in favor and motion carried.

APPROVAL OF RESOLUTION – COMPREHENSIVE PLAN UPDATE

Brenda Thompson made motion to approve the resolution adopting the City of Rutledge 2022 Comprehensive Plan Update as approved by the Department of Community Affairs. Brandie Owens seconded, all voted in favor and motion carried.

APPROVAL OF BUSINESS LICENSE – KEVIN ARMSTRONG – KMA EVENTS, LLC

Mayor Altznauer advised Kevin Armstrong the Council had questions regarding the business license. He said it lists Personal Chef / Cater. Will you be preparing food out of the house or using it as an office? We need clarification. Kevin Armstrong stated being that he is a chef he will be preparing the food out of other people’s homes and only doing paperwork out of his house located at 504 Indian Creek Trail. Mayor Altznauer said the food prep at events only and a home office at 504 Indian Creek. Kevin Armstrong stated that was correct. He said he was also looking for a building in the future to use. Tony Sells made motion to approve the business license for KMA Events LLC as personal Chef and home office with stipulation no food prep on site. Brandie Owens seconded, all voted in favor and motion carried.

REQUEST FOR SPEEDHUMP – CHARLES ADKINS – 256 W MAIN ST.

Mayor Altznauer said Mr. Adkins lives in the curb near the Falls Subdivision and complained about how fast people come in the curb. Tony Sells said there are four speed humps up towards his house. Mayor Altznauer stated we owe two speed humps now. He said we get lots of complaints about this area. He said we cannot just put them anywhere. Brandie Owens stated it is bad in this area. Mayor Altznauer said we need to do a traffic study to put one there but the council would have to agree to the study. Brandie Owens said she thought it was needed. Tony Sells made motion to hire an engineer to do a traffic study. Brenda Thompson seconded, all voted in favor and motion carried.

MILLAGE RATE HEARING

Debbie Kilgore stated the hearing to set the millage rate is August 2nd at 6:00 pm.

Brenda Thompson made motion to adjourn at 6:25 pm. Tony Sells seconded, all voted in favor and motion carried.
