CALL TO ORDER

Mayor Altznauer called to order the regular meeting of the Rutledge City Council on the above date. Council member Brandie Owens, Tony Sells and Adam Beckstine were present. Council member Brenda Thompson was absent.

PLEDGE OF ALLEGIANCE

Mayor Altznauer called for and led the Pledge of Allegiance.

APPROVAL OF MINUTES

Brandie Owens made motion to approve the June 15, 2021, regular meeting minutes as submitted. Adam Beckstine seconded, all voted in favor and motion carried. Tony Sells made motion to approve the June 15, 2021, Public Hearing minutes as submitted. Adam Beckstine seconded, all voted in favor and motion carried.

FIRST READING OF; AN ORDINANCE TO AMEND CHAPTER 36 OT THE CITY OF RUTLEDGE, GEORGIA CODE OF ORDINANCES, AS AMENDED, SO AS TO ADD ARTICLE IV ‘PERSONAL TRANSPORTATION VEHICLES’ AND FOR OTHER PURPOSES.

Mayor Altznauer read the Ordinance to Amend Chapter 36 of the City of Rutledge, Georgia Code of Ordinances, As Amended, So As To Add Article IV ‘Personal Transportation Vehicles’ and For Other Purposes. Tony Sells made motion to approve the first reading of An Ordinance to Amend Chapter 36 of The City of Rutledge, Georgia Code of Ordinances, as Amended So As To Add Article IV ‘Personal Transportation Vehicles’ And For Other Purposes. Adam Beckstine seconded, and motion carried.

APPROVAL TO RAISE WATER AND SEWER BASE RATE EACH BY $1.00 EFFECTIVE AUGUST BILLING

Adam Beckstine made motion to approve raising the water and sewer base rate by $1.00 each. Tony Sells seconded, all voted in favor and motion carried.

CREDIT/DEBIT CARD PAYMENT AVAILABILTY

Debbie Kilgore informed the council the City could now take credit card payments for utility bills.

TREE BOARD APPOINTMENTS

Mayor Altznauer advised that the City needed to appoint new members to the Tree Board. He said there could only be one non-resident and there needed to be an arborist. He stated that a resident in the Falls Subdivision is interested and is also a forester. The names submitted so far have been Tim Odum, Cindy Ferguson and Tommy Breedlove which, all do not qualify.

DISCUSSION SIDEWALK TYPE

Debbie Kilgore advised the Council she had not sent out any requests for proposals due to not knowing what type they wanted to put down. Brandie Owens said she would try and get some pictures.

BUSINESS LICENSE APPROVAL

Not Present. No application.

GENERAL FUND BUDGET AMENDMENT

Debbie Kilgore advised the Council that the amount she budgeted for the LMIG grant amount was $17,529.86 and should have been $18,139.66. The budget amendment should be an increase of $609.80. Brandie Owens made motion to amend the General Fund budget LMIG line item for $609.80. Tony Sells seconded, all voted in favor and motion carried.

SPLOST BUDGET AMENDMENT

Debbie Kilgore informed the council the SPLOST Budget needed an amendment to increase the expense line item for capital improvement from $25,000.00 to $46,574.00. She said the pressure reducing valve was not functioning and needed to be repaired per Ricky Blevins the Water/Sewer Operator. Brandie Owens made motion to amend the SPLOST Fund budget capitol outlay line item to $46,574.00. Tony Sells seconded, all voted in favor and motion carried.

MILLAGE RATE HEARING DATE

Debbie Kilgore advised the Council the Public Hearing to set the millage rate is Thursday July 29, 2021, at 6:00 pm.

Adam Beckstine made motion to adjourn at 7:55 pm. Tony Sells seconded, all voted in favor and motion carried.
