CALL TO ORDER

Mayor Bruce Altznauer called to order the regular meeting of the Rutledge City Council on the above date. Council members Brenda Thompson, Tony Sells, Brandie Owens and Adam Beckstine were present. One citizen was present.

 

PLEDGE OF ALLEGIANCE

Mayor Altznauer called for and led the Pledge of Allegiance.

 

APPROVAL OF MINUTES

Brenda Thompson made motion to approve the minutes of the May 18, 2021, regular meeting and May 18, 2021, Public Hearing minutes as submitted on the above date. Tony Sells seconded, all voted in favor and motion carried.

 

DISCUSSION / APPROVAL OF GOLF CART ORDINANCE

Debbie Kilgore advised the council that the city attorney asked that they look over the ordinance and make any changes they thought may be needed and send it back to him and the first reading will be next month. Council member Brandie Owens said she is all for having safer procedures for golf carts and four wheelers. She said there are state laws already. If we pass an ordinance, is it going to be enforced. Mayor Altznauer said the sheriffs’ office will be the enforcement once we have an ordinance and it will be more specific to golf carts. Tony Sells said how will decals be done. Mayor Altznauer said the City will order decals. Brandie Owens said she checked on the insurance, this almost requires it. If you ride on the road, you must register it. Tony Sells asked about how many carts were around town. Brandie Owens said she thought there might be around 15. Tony Sells asked if it would apply to people that do not live in the city but drive the carts to town. Mayor Altznauer advised the council to mark the changes and we will email the attorney with the changes and the questions.

APPROVAL OF INTERGOVERNMENTAL AGREEMENT FOR COLLECTION OF AD VALOREM TAXES BETWEEN MORGAN COUNTY TAX COMMISSIONER, AND RUTLEDGE

Debbie Kilgore informed the council that Morgan County increased the fee for billing and collecting the taxes for Rutledge. The fee is going up $1.00 from $4.00 per parcel to $5.00.

Adam Beckstine made motion to approve the intergovernmental agreement for collection of ad valorem taxes between Morgan County Tax Commissioner, and Rutledge. Tony Sells seconded, all voted in favor and motion carried.

 

TREE REMOVAL / SIDEWALK REPAIR – NEWBORN ROAD

Mayor Altznauer advised that some people were upset about the tree removal on Newborn Road but also a lot were glad they were taken down. He said the sidewalks were in bad condition and are going to be replaced and money had been budgeted to replace them. The tree board recommended they be taken down in 2017. He said a new tree board would be appointed and there would be trees planted back.

 

Brenda Thompson made motion to adjourn the regular meeting for the purpose of having a public hearing on the FY 21/22 budget. Tony Sells seconded, all voted in favor and motion carried.
