CALL TO ORDER

Mayor Bruce Altznauer called to order the regular meeting of the Rutledge City Council on the above date. Council members Brenda Thompson, Brandie Owens, Adam Beckstine and Tony Sells were present as were members of the public.

PLEDGE OF ALLEGIANCE

Mayor Altznauer called for and led the Pledge of Allegiance.

APPROVAL OF MINUTES

Brandie Owens made motion to approve the March16, 2021 meeting minutes as submitted. Brenda Thompson seconded, all voted in favor and motion carried.

BUSINESS LICENSE APPROVAL - KRISTA WILLIAMS – HARVEST & HONEY

Mayor Altznauer stated a business license application was submitted by Krista Williams for a catering and retail business called Harvest & Honey located at 106 West Main Street. Council member Tony Sells asked what exactly the business is. Krista Williams said the back half of the building would be set up for the catering and the front half was for retail sales for items such as pots, pans and other kitchen items and goods. She said they hope to open by June. Tony Sells made motion to approve the business license for Krista Williams for Harvest & Honey located at 106 West Main Street. Adam Beckstine seconded, all voted in favor and motion carried.

BUSINESS LICENSS APPROVAL – WILLIE LITTLE, JR – HOME OFFICE

Mayor Altznauer stated Willie Little had submitted a business license application for a home office located at 165 East Atlanta Hwy. Mr. Little is a diesel mechanic and does the repairs at Danny Bruce’s shop on Hwy 278 but has an office in his home to do the paperwork. Brenda Thompson made motion to approve the home office for Willie Little, Jr located at 165 East Atlanta Hwy. Brandie Owens seconded, all voted in favor and motion carried.

APPROVAL OF NEXBILLPAY CONTRACT

Mayor Altznauer stated this contract is so the City can take credit card payments. Debbie Kilgore advised the council that the utility billing software company RVS recommended this company and stated it is very compatible with their software. She said the only cost is to purchase the card machine. Tony Sells asked how long it takes to set it up. She said once the contract is signed it will be 2 weeks to 30 days. The fees will be paid by the customer. Brandie Owens made motion to authorize Mayor Altznauer to sign the contract. Adam Beckstine seconded, all voted in favor and motion carried.

DISCUSSION OF BUDGET HEARING DATES

Debbie Kilgore advised the Council that a public hearing to discuss the FY 21/22 budget will be scheduled for May 18, 2021 at 6:00 PM. A second public hearing will be scheduled to Adopt the FY 21/22 budget on May 25, 2021 at 6:00 PM.

ROAD IMPROVEMENT PROJECT – HAWKINS AVENUE

Mayor Altznauer stated this was information only. The advertising for paving Hawkins Avenue will run in the Morgan County Citizen legal section for two more weeks. This is an LMIG grant project. The bid opening will be May 18th.

Brenda Thompson made motion to adjourn the meeting at 7:14 PM. Tony Sells seconded, all voted in favor and motion carried.
